Cedric,

Cybersecurity is without a doubt very important and fits into all the daily activities and facilities of Critical Infrastructure and Key Resources (CIKR). Therefore, it should be seen as a necessity because it plays an important role in ensuring that the networks and information held and used in the management of Critical Infrastructure and Key Resources (CIKR) is kept secure. Instance, the Information Technology Sector, the Nuclear Reactors, the Materials and Waste Sector, the information held and utilized by these sectors is of great value; hence, tampering with it or it falling in the hands of the wrong people poses a significant security threats to the nation (Bennett, 2007).

Cybercrime is an emerging security issue that poses major risks to the security of the nation in many ways, the most important being the financial stability of the national departments and the citizens as well. The cybersecurity standards of the Critical Infrastructure and Key Resources (CIKR) sectors are guided by the Comprehensive National Cybersecurity Initiative (CNCI) that recognizes how cybersecurity fits and plays an important role in each and every sector of the Critical Infrastructure and Key Resources (CIKR) (Bennett, 2007). CNCI define the roles and responsibilities of DHS in maintaining cybersecurity in all CIKR sectors. Some of the procedures required in different Critical Infrastructure and Key Resources (CIKR) sectors by the CNCI include the establishment and management of trusted network connections, the deployment of intrusion prevention and detection system in all CNCI sectors and enterprises, and the integration of the various Cybersecurity guidelines and technologies (United States, 2007).

An aspect of the National Preparedness Goal that I think needs changes is the development of the capability of mitigating the loss of life and property by lessening the impact of the future disaster. This aspect is defined as one of the core capabilities in achieving the National preparedness goal. Mitigating, in this case, comes before prevention of the disasters. It is important to understand that prevention is more effective than reducing the impact of disasters as soon as they occur. Based in the way this core capability is written, it gives a notion that most of the disasters likely to occur in the future are not preventable though there is sufficient information, technologies, and resources required in preventing a high number of disasters likely to face the nation. The capability should be changed to the improvement of the schemes of preventing and responding to disasters likely to face the nation in the future.
